In both Houses he was also party leader. In the second Balkenende cabinet he was not only deputy prime minister but also Minister of Administrative Renewal. From 8 January 2007 to 1 February 2012, De Graaf was mayor of Nijmegen. Since 1 November 2018, he has been vice-president of the Council of State.
